1. Buy a feeder. Make sure it has bee/wasp guards. Unless you want to feed wasps and bees. Wasps can kill hummingbirds.
2. Make sure the solution is absolute. Any less or any more, and it can hurt hummingbirds. Do not use any syrups or brown sugar. Use white sugar.
3. a) 1 part sugar

I use cups, but it also depends on how large your feeder is.
4. Boil the water and add the sugar. This makes it easier to for the sugar to dissolve in the water. Let the water cool.
5. Do not add red food colouring. It is not known if it hurts hummingbirds or not, but it's best if you don't. The feeders usually have red on them already.
